Vista memory issues

I just installed vista business 32bit on my computer and put 4gb of memory in it. Its only reading 3gb though and i know thats whats its supposed to read but this same exact copy of vist was installed on my dads computer and his still read 4gb. his computer is a Dell Precision T5400 and mine is a much older Dimension 8400. Is this why its not working.
 
Vista will recognize that you have 4GB in control panel>system, but this does not mean it will utilize it. Were you seeing 4GB on your dads computer in control panel, and seeing 3.3GB in task manager on your computer?
