Vista OEM, System Builer, and Retail

I have read many threads that haven't specified explicitly what the difference is.
I understand what the supposed difference between OEM and Retail is, as I have purchased many OEM products. But NewEgg specifies their Vista OEM's to be for System Builders with a disclaimer:

This OEM software is intended for system builders only and cannot be transferred to another PC once it is installed. The purchaser of this software is required to comply with the terms of the System Builder license, including the responsibility of providing all end user support for the software. http://www.microsoft.com/ oem/sblicense/default.mspx

Are there actually two different OEM's, one for system builders and one for people that just need the disc?

If so, is there a difference in the licensing?
 
i can only say that oem xp was tied to the mobo so it could only be installed on one pc, i live in the uk and i think one of the main diffrences between oem and retail vista is that retail comes with the 32bit and 64 bit version with oem you have to pick witch one you want and purchase that one.
 
I was lead to believe, from other threads, that there is an OEM version that is not tied to one machine. NewEgg does not seem to offer this version, as all their OEM's have the "for System Builders" suffix.

Does this version exist?

I need to order Basic, Business, and Ultimate. I would like to save $400 if I can, but these Operating Systems must be able to move to multiple machines.
 
i have never heard of it i think oem is tied to the mobo but you can always google it or ring a few computer shops.
 
The OS is not tied to the motherboard, what he probably means is that it's tied to the computer that it's activated on. You should be able to call up Microsoft and tell them you built a new computer, and they will give you an activation key.
 
In my situation, it might be best just to get the retail versions. It's not my dollar, and I doubt I'll see anything if I save the company some money up front. It will probably be worth it for the company to be able to use them however they want without the hassle, since I'll be gone once it's all done with.
