Vista restore. "Other User" problem

Hello,
Im trying to restore my dell computer back to factory settings. I reboot the system and hit f8, select Repair My Computer and it takes me to a login area "Other User". I have seen a lot of people also have this problem on google.
I have spoke to Dell and there were no help. I have the windows vista disc but it wont boot from it.

Can anyone help me?

Is the vista disc an actual Dell restore cd or a copy of a install cd? Have you went into the bios and set the cdrom drive as first boot device?
