Vizio m50-c1 TV as Monitor

I am having some trouble finding a driver for this TV as my main Monitor. Unless that's not what I need.

I have this new 4k TV which has a VERY good picture, and I use it also for my desktop ( I have a wireless mouse and keyboard so I can still sit on the couch ;)) but I can't get my settings to go up to 60htz. My Monitor type just says "Generic PnP Monitor" Is there a way to get it to register at 60htz that I am just missing? I have a Sapphire Radeon R7 240 which supposedly has 4k ability. Gamewise I mostly just play Krebal Space program and Minecraft so I need a decent frame rate but not super intensive.
 
Where did you see that your card supports a 4k resolution?

Where do you see your refresh rate not being 60?

If you are looking at the FPS in the games you are playing (and you are using vsync) then your FPS will be either match your refresh rate or a factor of it. So if your refresh rate is 60, the game will try to maintain either a 60 or 30 FPS, depending on your GPU capabilities (which yours is lacking).

I am looking for a new video card that can support 4k. I have new HDMI 2.0 Cables and the TV is listed above. I currently have 125 Gig SSD Drive with a 1TB HD also. I have an ASUS z97-Pro, with an i5-4690k non-overclocked and 12 Gig DDR ram with Windows 8.1. I need the card to be cheep (of course right lol) but I do want quality. Is there a decent card I could get? Also, what are the spec's I am actually looking for so in the future I can research it a little myself. I don't always want to have to ask "is this good" if you know what I mean.

:edit: I am also thinking about overclocking but am not sure I will see much difference as I don't play many graphic intense games... tho I would like to get back over 100FPS with heavily modded Minecraft.
