I am currently paying 30$ CND for my home phone which I never use. I want to switch to save money. I want to use the wireless handsets (currently have 4) I already have and I want to be able to surf the internet and talk on the phone simultaneously without lack of performance.
I don't want to have to be in a contract.
I want to keep my number
I want call display

So far I have looked into
ITP
Vonage
Primus

Any other suggestions?

Even with Vonage, which I have, you will still be paying around $30 a month. You may want to look into magic jack as well.

The basic plan from vonage is 19.99$ Magic Jack charges a 10$ fee so I can get a canadian number. I want to keep the current number I have.

So why am I paying $27.71 every month for the basic plan of 500 minutes? My plan fee is 17.99 a month and then they add about $10 in taxes.

I don't know, you're probably right but I do not see any mentions of other fees on there website.

Well, my advice is that if you are only paying totally 30 a month then don't change to vonage. It's not worth the hassle to save 2 bucks a month.
