Wacom Intuos3 - driver/program installation troubleshooting?

I think this is where I should post...

I posted this question on Facebook, and a friend recommended I ask on here, so, here I am.

"Would anyone happen to know anything about troubleshooting a graphics tablet installation? I install the driver/program, and don't get any errors... the tablet even works, but I can't find the "tablet settings" program *anywhere* on the computer. Huh wha? I even followed instructions. :P "

Additional info:
Computer OS - Windows XP Home Edition, Service Pack 2
Graphics tablet - Wacom Intuos3, bought "used/like new".
Computer experience level - dunno how to rate myself, but I'm not 'ignorant'.
 
Ok, so, I feel like an idiot.

Before, when I'd been trying to install the driver, I'd disabled my antivirus like I was told to, and even disabled my firewall for good measure... Today, I did my routine check of the firewall log, and noticed a couple entries in the "Defense" portion referencing sandboxing a couple installers. I checked, and sure enough, it had sandboxed the driver installation. So I moved the files to "safe files", shut down the firewall, and tried running the installation again, and it worked. The settings programs showed up in Start/All Programs like it was supposed to, the tablet started mapping the screen instead of being a giant touchpad... and everything works fine! What I don't get is why I didn't get any alerts that something was being sandboxed... *confused*
