Well, the multiplier is set different from the E6600. E6600 is at 9x and the E6320 is 7x. What will you be doing with your PC?

right now its just for playing around surfing and stuff but doing movies and chatting online really slows things down and i hope to in the future start making some programs

Go for the E6320. It will be good until you start doing more things, you can always upgrade, maybe physically but not monetarily in some cases.
