washout problem with new lcd

so i got a new 19" lcd monitor, 700:1 contrast,12ms refresh rate and it is made by X2gen. i know this is not a high end monitor but i picked it up on a deal site for $200, so i figured that it wasnt that bad. the monitor is good except that there seems to be washout(comeing off a 17" crt). color pictures look good and night time pictures are good as well however when on all white screens like messge boards it is to white/bright for me(hurts me eyes). or when opening "my pictures" on a xp os the blue vertical band/bar on the side seems very washed out. is there anything that i could do besides adjusting the contrast and bightness. is it possible that my old mx/mx400 graphics card is the problem?

old card could be the problem. also monitor drivers migh need to be updated if possible.

try lessening the brightnes, and increasing the sharpness. For $200 you miht just be getting what you payed for, but you can alwasy try.
