Water Cooling vs. TEC?

Which would be better for the price and performance?

CoolIt Eliminator TEC Cooler - About $156

or

Custom Water Cooling

Swiftech Apogee GT
Radiator 120mm x 2
Hydor L25 1/2 IDWater Pump
PrimoFlex 1/2 ID x 3/4 OD Tube (4ft)
Black T-Line for the fill/bleeding (thinking of reservoir later)
Total about $161

the TEC system is great for OCing and the review says good things, get that one.

But then again, I can't upgrade the TEC like I can do with the custom water cooling...?

Yeah, I thought the TEC was safer than water cooling and it costs more since it's "safer" and "overclock-friendly".
