Why has the web design forum been turned into a separate website?

Because web design is a broad topic that shouldn't be limited to one forum on a computer message board.

So is 'Internet' but that doesn't have its own forum site

Internet connections, ISP's etc are more closely related to computers, most people who have computers are connected to the internet, but not all of them are webmasters and into web design. Anyhow it was a strategic decision, that link to webdesignforum.com will eventually be removed, it is just there to give that forum help getting off the ground.
There are no plans to start a seperate internet forum.

Yes but internet is stupidly large. Webdev is a fairly large but still coherent group.
