Web/httpd Error With Linux

I setup a linux box (Fedora 7) running apache and in the /var/www/html/
folder I added another folder for another part of my website but when I go to
it in my web browser from localhost or any remote computer, it doesnt load
the page, instead it shows this instead:

Connect error: Permission denied (13)

or

Fault: Code: 5 Reason 'Connect error: Permission denied (13)'

Any ideas why this is happening and how I can fix it?

ok two things. first. is the firewall off. there is a bug in fc7 that is to do with the firewall. if so. then make sure you have permition to the folder in /var/www/html by right click the folder and to everythign make it read and right and hit apply all permisions to files

For anyone else who has the same problem and googles this,I was able to correct
the problem by changing the settings of SeLinux from "enforcing" to "permissive" mode.
