anyone know of any good websites that offer free web tools and addons that can be used on a personal website. some things like guestbooks, forms,

Basically anything to enchance the appearance and use of a website

oh and also free would be nice

Is the one that I have used in the past before learning how to create them myself. Use the menu on the far left to navigate around. The scripts section being one of my favourites:

Although I haven't used this site in years. The scripts part and the other link I gave still seems free as I can access the code for them without registering, although the main website: www.bravenet.com, that offers loads of other stuff, although free, they require you to become a member.

Sign up at your own risk, I have no idea what it's like.
