I would say to just use Frontpage right now. Then, in the future when you are more experienced.. go for Macromedia or GoLive.
Frontpage is basically WYSIWYG type of program so you can never really get your page wrong as long as formatting it because what you see is what you get. Plus, its user friendly. If you are familiar with Word, its pretty much the same.
They are both WYSIWYG (what you see is what you get) editors, which basically allow you to tell the program what you want your site to look like, and it will fill in all the code for you.
