Weird booting issue - video

My pc has a weird way of booting. The video shows it. I am not pressing the power button between the flashes.

anyone have an idea how to fix this?

Background noise is the fans spinning? What are the specs of this PC?

First thought would be a bad PSU.

Specs - CPU - Intel Core i5-6600K LGA1151
CPU Cooler - Noctua NH-U12S
Motherboard - MSI Z170A GAMING M7 LGA1151
Memory - Corsair Vengeance LPX - DDR4 16GB
SSD Samsung 850 EVO 500GB
GPU - GTX 1070 MSI
Powersupply - Corsair RMx Series RM650x

Some kind of power supply and/or motherboard issue. Have you tried resetting or updating the BIOS on your motherboard?

Could also be down to RAM. What settings do you have in your BIOS for RAM (frequency and CAS timings). If you remove a stick or two does the problem persist?
