Alright heres the problem, when i shut down my computer It takes Much to long to shut down, and when i boot it takes way to long as well, ill explain, everage is about 20000 ms to boot, latly its been about 110000 to boot, and shut down, long time now, next is When i shut it down the cpu and the two fans i have in it stay on,and the things you charge via usb port still charges But the Computer wont send out a monitor signal or anything,Its treated itself as off for the most part, ecept for the things i just said.

Many times, when a computer lags during startup (and sometimes during shut down) it's some software trying to access the network/internet. It'll sit there until it's able to or until it times out, so it's pretty difficult to diagnose without some idea of what you're running. You may want to download Hijackthis, run it, and post the log here.

As for the later, it could very well be hardware or software related. Just recently my new computer would do something similar when going to sleep (everything but the fans would shut down but never fully go to sleep nor would it wake back up). I never found out the actual cause of this, but confirmed it was software after reloading windows. But as for the USB ports, do realize some computers will continue to power/charge USB devices even while a computer is off. I have also seen a few that keep the fans running, but they are usually older ones.

Alright ill try that idea out,To the charge while off,and fans that stay on,This only Started doing all this just recently, and its freaken me out lol,The things i charge wont charge unless its on,the fans, never stay on,its only recently,it started when the computer wouldnt come on at all,it just flickerd to life then died in a second, waited a few hours tried again, works fine, accept for shut down and boot up time, and the fans, and usb still charging when it never did nor has.

There it is,Whole thing.

Just kinda pullin this out my ass, but possibly HDD issue. When your computer shuts down/turns on it has to access the HDD pretty heavily for all your windows saves/files. Try giving your computer a good scan disk and defrag. As for the Fans staying on/usb still charging, possibly when you shut down your power supply is still thinking that your comp is on due to the HDD not shutting down properly... Don't know if this is cause but give it a shot eh? Maybe even a windows repair. Good luck.
