Weird problem involving four prong connector

So I have been trying to set up a new computer and am getting very strange problems with it. I have tried three different power supplies to power this thing, which makes me think that I do have enough power. The system has an asus a8n sli deluxe mobo, x1900xtx, 2 gigs of ram, and an amd 3500+. Now heres the weird part:

I can get all the fans to turn on when I plug in just the 24 prong (or 20 prong, because one of the power supplies only has that, and the ez plug) and the video card power input. I am fairly sure that it doesn't turn on when I don't plug the video card in. (is that normal?.. not really my main problem though). Yet, even though the fans are all running, I get two little red led lights light up on the video card, which I am fairly certain means the video card is not receiving enough power, which makes sense.

Now, when I plug in the four prong connection, and power on the board, I can't even get the green LED light. It seems like in order to even have a shot giving the computer enough power, I will have to plug this four pronged chord in, but it just won't work when I do.

Thats really all the info I've got right now.. Please could anybody shed some light on the situation? I'm out right now but I am going to swap out of a few of the pieces and see if the ram or something is the problem.

do you have the specifications of your psu? that'd help alot, and if your fans are starting, it may be a sign your cpu/motherboard isn't functioning properly, but don't get bothered yet, your psu may be the culprit.
the 20+4 pin mainboard connector has to all be connected, as does the video card power, if your board has integrated graphics i'd suggest powering down, unplugging the computer, and taking the graphics card out to see if that will work, maybe your graphics is too much power for your psu.
 
I took out the video card (but I don't know if it has onboard video, I really don't know what that would look like). The fans will still turn on with the video card off, but once I plug in that 4 pronged plug, I can get the LED light, but the fans just wont turn on. Really strange.

I have tried three different PSU's.. one has 600 watt output (but I seem to have completely broken it, it will no longer power anything, and honestly I have no idea what I did to warrant it being so annoying), another has 350 watts, and I just bought a cheapo 450 watt, which is running the computer I am using at the moment. I honestly don't know if it is a power supply problem, it seems like something is wrong with the motherboard.
