Weird second monitor issue

Well, I had both of my monitors plugged in and I reset my PC, when it started back up my monitor said "no support" so I unplugged the second and the screen came on. I plugged it back in and the first monitor went back to saying "no support" but the second one was on, with no icons or anything just my computer background since I can't have the second one plugged in I can't do anything with its settings and I can't really change anything. Any ideas?
 
Right click on the screen with no icons, go to properties or screen resolution or your graphics adaptor (e.g. Nvidia/AMD). In there you will be able to modify the display outputs.

When I do that the options don't come up, they show up on the first screen (That I can't use because it just says "No support")
