Weird uploading issues...

Okay, whenever i upload anything, be it videos, pics or audio this happens:

When i click the file to upload (say, on photobucket) the progress bar zooms right to the end and it says 0:00 for time remaining... but in reality it is still uploading the file, because it takes ages to get to the next page (on photobucket this would be tagging the image) No matter which site or what i'm uploading the same thing happens. This happened on vista, and now on 7. It started happening when my internet got capped for going over our dl limit. I've reset the modem numerous times and it hasn't changed. this is very strange, can anyone help? Our internet is un-capped now and it still does this... it is irritating because i never know if the file has uploaded correctly!
 
have you tried different browsers? are you sure there isnt something going on with your inet, would it be worth a call to your ISP and ask to confirm?
 
Well, you did mention your internet got capped. My guess would be that it's just being dead slow, depending on the type/size of the image it could take (literally) hours to finish uploading it.
 
yes it did take hours... normal speeds are 1.5mbps down and 256kbps up. capped speeds are both 64kbps. but now the internet is at normal speeds, but the issue is that the progress bar shoots straight to the end, even though the file is still uploading.

I cannot try another browser as i'm not at home right now. I'm doing work experience with my dad this week.
