Every time i want to turn of my pc i get the message that a programme called Welcome is running and if i want to terminate it. Now its not on a time like it is sometimes when if you don't react it shuts down after a few sec and the pc shuts down. Is there anyway to get that to stop so that if i click shut down pc it actually will do so with no bs?

O yhea, i run Windows XP.

Well, if it is a genuine process and not a hijacker, welcome.exe is used when a user is first getting used to WinXP. It is the tutorial thing that annoys the hell out of ya. If you want to stop it from running in the first place (upon boot up) so you will not have problems when shutting down, go to:
RUN
type in: msconfig
go to the services tab
find 'welcome.exe'
select it so it will not run

And, welcome to the forum bro.

Can't i just look in my windows map and delete the welcom.exe there? Its not like its a necessary program or anything right, so deleting it should fix everything. (Unless it keeps trying to start it and i get a error report it can't start)
