I'd look at epox, DFI, Abit, and Asus... Those brands, that order Look for ones with the nForce4 Ultra chipset.

The performance will be night and day especially with the cpu and the gpu that you're going with. I suggest the one I just purchased and put in my build:

It's $30 over you're budget but it's DEFINATELY worth it. It only took me a few hours to go from barebone parts to a great system in a matter of hours. I've had no probelms with it so far. Highly recommend.

Yep not a bad board to go with either. My only concerns are the Marvell LAN which I've had MAJOR issues with in the past and if he wants to overclock. However if there's no chance of any overclocking being done, I'd say go with this one.

No it doesn't, it just means that it supports Crossfire.

Well, if that board had crossifre, it wouldnt be that board. There are lots of "other" boards that can run crossfire, like the one I linked to.
