What causes computer freezes/lagging?

my computer is a - 2.0 Ghz Intel Celeron, with 1512MB RAM and a really old video card and I still have programs which run really slowly and lag even though I only use around 500MB.
will I be better off upgrading my CPU or video card so that things will run faster?
or does freezing and lagging have nothing to do with hardware?
 
I would suggest a video card upgrade and maybe a CPU upgrade to about 3/3.2 Ghz the best you can get :D also with the video card it depends what you are using it for. Do you use graphic intentsive programs (High-End Games, Movie Editing software, photo editing) if so I seriously recommend a video card upgrade.

May I ask? What video card do you have in your system at the moment?

I dont currently play any really huge games but I do do a bit of work with videos.
I've got a TV Tuner card and while recording live tv, it sometimes lags quite a bit.
my video card is a Nvidia RIVA TNT2, which is one so old I doubt you could still buy them anymore.
 
I have never heard of it. I suggest you at least get A GeForce4. Although the best option would be a Nividia Geforce FX5500 there are quite good. And would suit you I think.
