what could the problem be?

got this computer and it has a lot of issuses it freezes up sometimes and when im on a web page and scroll down it scrolls in what looks like slow motion there is a delay when i hit the down button from when it goes down. what could the problem be? and would reformatting the hd and putting windows on again fix this problem? or does it sound like a hardware problem? the computer is a dell inspiron 8200 with a p41.8ghz processor, 384mb memory, xp pro upgrade (had home on it when we bought it and will put this back on if reformatting will work) and what price should i pay someone just to reformat the hd and put windows on with all the updates?
 
do you run virus and spyware scans often?? you could have a virus or spyware if you dont.

or it could be that you are running too many programs for your ram to handle. how many programs do you have running at once?

i would say reformatting is the last option since a lot of poblems can be solved if you know what the problem is.
 
well it is my moms computer and she never runs any spyware or anti virus (not what i suggested to her but she doesnt know to much about computers) she doesnt run any more than 2 programs at a time (word and aol) i just thought if it was a software issue the easiest way to fix it is to take everything off of it and put it back on but this time put antivirus and spyware protection.
 
I would say run a nice adaware and spybot search and destroy scan. Then when it is all clean, if there are still problems... come back and we can offer more ideas. it sounds like the machine is infested. Either way dont pay someone to reformat the computer, we can tell you how to do it FREE! Either way do the scans (those programs are free, use google) and then come on back.
 
well i really dont doubt the computer is infested with adware and viruses. i think the person who put the os upgrade on the computer didnt know what he was doing so i would like to just start out fresh on it. if someone out there could tell me how i should go about reformatting my computer to save me some money that would be awesome. the computer has xp pro on it, it originally had home on it i would like to use the license code for home so i dont have to pay for another one. heres the problem i have no way of putting home back on it cause i have no cds just the xp home backup for my desktop computer. and we are dealing with my moms laptop. so what should i do???

That's an odd amount of memory. 256 and 128? You might have incompatible memory chips. Try yanking the 128 and if it actually runs faster, than buy an identical 256 chip (same exact brands, speed, etc).
