What does this do?

When you run cmd.Then you type in defrag c: -b what does it do?Can you make it go back.Because i did this and exept my pc booting faster it went slower when starting up my programs.How to make it go back to before?
 
That is a manual command to start the disk defragmenter also found in the accessories\system tools. The "-b" is an invalid switch however. There are 4 switches with each having a different purpose. One will result in seeing the analysis report on how fragmented a drive is while another prevents that and forces the defragment drive utility to proceed without it.
Windows XP defrag program has a commandline interface. This means you can use XP's scheduler to automate the defragmenting of your partitions. To get the options for defrag:

C:\>defrag Windows Disk DefragmenterCopyright (c) 2001 Microsoft Corp. and Executive Software International, Inc.Usage:defrag [-a] [-f] [-v] [-?] volume drive letter or mount point (d: or d:\vol\mountpoint)
-a Analyze only
-f Force defragmentation even if free space is low
-v Verbose output
