what is a better rig

In 5yrs/ time you will probably be looking at DX12 or 13 not 10! DX10 will be like DX7 or 8 is now. "Outdated"! And DX10 is already running a DX9 card here along with DX9c. The DX10 simply means that a card "will require" DX10 in order to work properly.

DX10 came out on 2007

DX8 came out on 2001

So, it took 6 years to move from DX8 to DX10

Well look at how long it took MS to get it into gear for "Long Horn". :P But there's already word on a newer version planned for 2009 called Vienna. Will that then see DX11? Between '98 and 2001 MS moved fast to see 98, 98SE, ME, 2000, and XP then. It went from DX6 to DX8 in a short period of time there. MS will have to step up the pace to keep up with other OSs as well as the fast changes in hardwares in that amount of time.

My old Intel setup with my P4 lasted me, well, since the P4 came out!! I dont remember how many years ago that was, but its still a good computer, thats why im putting a lil money into it to bring it back.

Vista comes with DX10 included. Here I have both DX9 and 10 installed. When the new DX10 games come out they will most likely have a DX10 installer included. But that is still going to be some time since Vista was only released a few months back. You should still be able to type dxdiag at the Run prompt that will show the current dx version installed.

EDIT: I just rebooted to Vista and took a quick capture of the dxdiag tool to see http://img264.imageshack.us/img264/1139/dxdiagvistaur4.jpg if you can read the Direct X version 10 seen there.

i have a pentium d 820 not oc for business use and its on 24/7 and is always at 50-55c whats a cpu cooler that will get it to 30c no load ii was think atic freezer pro 7 idn some thing that will make a big differnce at a not to high price max 40 with shipping or around there

Artic Cooler's model there is good for a budget build that runs for legthy periods and is shut down daily. The favored at the moment is the Zalman CNPS 9500 with the ban of copper fins wrapped around the 92mm fan. You can see that at http://www.newegg.com/Product/Product.aspx?Item=N82E16835118223 with blue led. For the model with black fan blades, http://www.newegg.com/Product/Product.aspx?Item=N82E16835118003

For running a system 24/7 expect to see closer to 40C. Beisdes a cooler like the Zalman lineup seen at the links adding fans or using an 80mm to 120mm adapter to increase the intake as well as exhaust will do even more to keep temps down overall. As far as DX10 while not being backward compatible to XP or any other older version of Windows it will still go on older cards that can run on Vista drivers since DX10 is only found in Vista at the moment.
