what is a good cheap hard drive?

ok i have like 70$ to spend and im in desperate need of a faster hard drive then my 40gig western digital 5400 rpm crapper...

my question is what is the fastest interface, format, things of that nature, that i can get? i think ntfs is my format of choice, but what about interfaces like sata, ide, ata100, i have no clue what all this means, anyone care to elaborate?
 
first off sorry for being vague. my motherboard will be the gigabyte p35-ds3l board, because it was given pretty high marks by others in the forum. by the time i get the hard drive, which will possibly be in a few weeks, i will already have that mobo so no need to worry about my current one.

another question i have, is will i really notice a difference with that hard drive over my current one? like load times and games, is there any difference?
 
Going from an old 5400 RPM drive to a new 7200 should be noticable. I'm getting a DNS error from that newegg page but I would expect it to be much faster drive than what you have now.

thanks guys for the help, i guess a new drive is in order, i'd hate to have my upcoming c2q and 3870 marred by a slow drive!!!
