What is a .psd file?

I paid a website designer to do a site for me and she gave it to me in a .psd file. My computer can't open it.

I would like to have a .html and/or .css file to upload to the server

How do I do this?

It's an Adobe Photoshop Document. Either find a converter online or you need to have the person that it did it for you convert it or redo it. This should have all been discussed between the 2 of you.
