the solution is to uninstall IE7 using the following command on the START -> RUN

%windir%\ie7\spuninst\spuninst.exe

This uninstalled IE7 and makes it so that you can reinstall it later.
 
this was caused by installing ie7 and not rebooting the machine. uninstall ie7 reboot, reintsall ie7, reboot.

I did a repair install and I have already rebooted twice, IE7 was on my PC before the repair. I rebooted twice to make sure everything was settled.
 
Except Microsoft site it happened to me maybe twice or so that the web site required IE.
You'll be fine.
