what is "simultaneous HTTP session"?

Give us a clue, where/when do you get this message? What program? A search for that exact phrase draws a blank, so we're going to need more to go on, if it is indeed an error message.
 
it is in a program called "RegSeeker, in the Tweak section of the program"
regseeker is a registry mechanic or repair program.
the default value of simultaneous HTTP session is "4".
 
Ok, I'm pretty sure what this relates to then. Internet Explorer only allows you to download two things at the same time from a single HTTP server (4 when it's downloading from a 1.0 server, which is where that 4 comes in). Altering that number will mean you can download more things from the same server.

You'd need to restart for ajny changes to take effect.
