What is the definition of mass downloading

It depends on your ISP. Mine (Sky) is unlimited but I wouldn't like to put it to the test. Some ISPs put a cap on the amount you can download others don't. Acoording to Sky's T&Cs I can download as much as I like with no limits but as I say I wouldn't mind betting that they would shout if I was downloading terrabytes every day, not that speeds would let me do that.

Would about 300 GB within like maybe 2 months be considered mass downloading?

Doubtful, but like _Pete_ said, it depends on your ISP. My ISP instituted a 1TB per month data cap about 6 months ago and I have trouble staying below that.

As per others, depends on the policy of the provider.

Even unlimited/uncapped ones have reports of users receiving letters due to 'abuse'

300 GB over two months is comparatively nothing but it depends on your specific plan.
