What is the difference between PC settings and personalization settings?

In many ways they can overlap but generally speaking, PC settings refer to the settings required to make the computer work while personalization settings are for you to customize things to your liking. Most BIOS settings would fall into PC settings while options as to font, font size, color, etc... fall into the category of personalization.
