it means "THE TIME BETWEEN MONITOR RECEIVES A SIGNAL AND THE MONITOR DISPLAYS IT OUT".it's just a lag time.
crt almost got no response time compare with lcd.you can consider it "immediatelly".
It's not impossible. CRT response times vary, the same as LCD's do. Realize that the refresh rate signal is the primary factor with how fast the screen refreshes. 60hz would dictate that the screen be redrawn every 60 times a second, the 2ms response time dictates how fast the frame is drawn to the screen.
Manufacturers used to advertise more accurate response times. Your old monitor's advertised 16ms may be an average of every color shift the monitor does, or even the longest response time.
Now, companies like Samsung find the fastest possible transition from one shade of grey to the next shade of gray, round that down to 5ms, use "RTS" technology which replaces ghosting with a much more noticeable halo effect, call it 2ms and release it as the ##6BW line.
My old one was a 12ms Sony and I notice more ghosting on this 2ms LG.
I'd add that response time isn't really all that important, at least in my opinion. I've been using a 15ms iiyama 17¨ screen for years, and it's absolutely fine for gaming. Perhaps I would notice 'ghosting' or whatever if I was to compare it to the latest screen, but it doesn't jump out at you as being slow or anything. Plus it's very easy on the eye - some of the newer screens I've seen are very clinical and harsh.
