What is the safest best pc optimiser that dosnt leave stuff that actually slows my pc

what is the best software for fixing registry like dx9 file not located that dosnt slow my pc or leave any bulls**t when installed?
 
i think i have brought a dodgy copy of resident evil 4 cause it loads now i have correct dx9 file it just dosnt let me shoot and select options on the selection screens. Any ideas?
 
wait for other replys from the gamers. thats not me. they will help. they are here or will be.

On another note if ya had working before and not now you could try uninstalling again.
clean with ccleaner again. goto explorer and program files and delete all occurrences of it.
goto start run type '%appdata%' and delete all occurrences of it again if exist. reboot and reinstall. else if its a setting then wait for reply.

If you bought the physical game (like not on steam) look on the disc or in the install folder for DirectX runtimes or dxwebsetup.exe
 
my game disk looks legit, but it is missing the correct dx9.dll file i need to play the game, I downloaded this file and the game loads now but now the mouse dosnt work and the arrow keys to select dont work either. All i can do is keep clicking enter until i get to the game and then all i can do is walk around.
