I have never used an antistatic wrist band and have done 100's likely 1000's of hardware installs and have never damaged a piece of hardware. I will say I have never done an install on carpet in my socks, that would likely end up differntly. The only things to remember are to make sure you get a card that matchs your slot type, PCI to PCI or PCI-Express to PCI-Express (if aviable). Be sure to check your PSU and make sure it at least 300 watts or whatever your card of choice says it should be. Replacing a Dell PSU may be a little tricky since Dell tends to swap the location of the power switch and power plug on the outside of the unit. This will often require you to spend a few extra bucks on a special PSU made for Dell computers or cutting the back of your case. Some Dells also have a differnt pin out on the main motherboard connectors to make matters worse. You may need to also change the video card preference in the BIOS.
