What is this adapter for?

It's a molex to a 3 pin fan connector. Its to connect a cooling fan when there are no more motherboard fan headers to connect to.

As per above that just adapts 12v DC into a 3 pin DC fan without any RPM monitoring or voltage control.

I see, so the 3rd missing pin on the fan connector would be the signal for RPM monitoring & voltage regulation correct? I appreciate the information. Thanks!

Yes on RPM, no on voltage. Most of the older fans were controlled via knobs or some physical fan controller for just decreasing DC. PWM is better/easier.
