What is this memory dumping thing?

Apparently my computer decides to start doing memory dumping tests after I boot it. This is the message I get after the "Windows loading" screen and obviously before the User Accounts logon screen:

"Checking file system on C:
The type of the file system is NTFS

One of your disks needs to be checked for consistency. You may cancel the disk check, but it is strongly recommended that you continue.
...
...
..."

Then it starts doing 3 different tests... I have no clue as to why it does this. My assumption would be that this would happen when the computer is shut down by holding the power button. Any ideas or suggestions?

Does it happen if you shutdown normally? You shouldn't do a hard power off unless your system is locked up.

It happened maybe twice on a normal shutdown, but I play this game called Fiesta, and somehow after playing it, the computer DOES NOT shutdown at all.... But if I do play that game, then I can shut down normally.

Though would you be kind to explain to me what that actually does? My assumption is that it clears the memory from the previous state before the hard shutdown.

And lets say, on the scenario that after having ran this game, and choosing to shut down the system... the computer simply does not shutdown, it instead closes nearly all programs, but just doesnt shut down.... in that situation, is my system locked up? and should I hard power off?
