indeed... but then, its not a actual processor. by the look of it i'd say it something to test a motherboard if everything works. it has a lot of IC's connected right to the pinn's.. suggestion it can read and write in and output's.. thats why i think its some sort of test device.
( never said im sure about it tough ;) )
 
I think archangel probably is along the right lines here, you see one of the pins is labeled with UMB that stands for [SIZE=-1]Upper Memory Band, which is used in DOS applications for DOS drivers etc... so using that chip thing to test if a mobo works within DOS (i.e. booting up) would seem very feesable.

wow...thnx guys that helped i will ask around some compter places and see what i come up with ...i will pos up results if i get any
