What is this?

with my computer i have a nvidia graphics card and it has like an s-video looking port and says video out... but there are green blue and red tips on the other end... is this like a high def video out to where i could port stuff from my computer to a tv with these matching ports?

It's a component out cable, one step below HDMI, doesn't carry sound, just picture. And yes, if your tv has component in then you can connect your computer to it.

so this can only transfer video to a tv but not sound? alright so its pretty much usless if i already run dual moniters on DVI to vga outputs?

When I was looking at older nvidia cards many of them also needed a special wiring harness inside the computer to the card in order to pass sound. The GTX260/275 were this way. The plug was 2 wires so probably stereo only.

Someone who knows more about nvidia should chime in but I am not sure that many of their cards are meant to pass sound anyways?
