To create a win32 app via console, you need a programming tool for this purpose.

A good tool is visual basic for windows.

But can be used any programming language.

In final points, all tools for creating a windows app, need a console to put manullay the programming language.

Well i nany case, Win32 Console is just that - a console (AKA command prompt). Some applications utilize it (such as Windows Powershell) and many older OS' ran on top of the Win32 console (Win 3.1, 95, 98)

Win32 is a general name for any application which runs under Windows OS such as notepad,wordpad,paint and so on...

In order to create applications you need to have knowledge about programming.

Command prompt is a 32-bit application and it is NOT DOS.Command prompt is newer than DOS.Imagine Command prompt as an emulation of DOS...it runs typed commands,it contains many useful functions,it looks like DOS.....,but it is NOT A DOS MODE.Many people confuse Command prompt with DOS.

Windows 3.1,Windows 95 and Windows 98 like voyagerfan99 said were nothing but GUI shells running over DOS.Those operating systems also had a DOS mode in which an OS was able to be started,while newer operating systems like Windows 2000,Windows XP and newer did NOT have DOS mode...instead they have Command prompt.

Only thing i see different is many commands are not implemented any more like Dos 4, 5 and 6.
5 and 6 was good. Your right about windows though. They are not there but dont really need it now or have with xp or windows 7. many of the commands are gone.
