dont know why sometimes my CPU reads 900Mhz when its suppose to be 1.8Ghz,
i did not underclock or overclock, i just kept all the setting to default.

at boot it would read 1.8 ghz but in windows its 900mhz, this just occurs randomly
 
cool n' quiet is an AMD thing and EIST/C1E is the Intel equivalent. They clock your processor down when it is idle so it uses less power.
 
My E6400 goes to 1300MHz when it's idle. I wouldn't be worried about it clocking down unless it doesn't clock back up when you need it.
 
Yes it should, try running prime95 or something and check. If it doesn't then something else is wrong.
