I guess it is a SNMP tool... but don't know the actual name.

I believe that article is referring to Network Adapters, and by the looks of it, a computer with waaaaay too many of them installed!!!

No, It is not reffering to network adapters... It is a cable internet network. There is a special software to display all of the nodes.
