just downloaded this file on the internet ubuntu-7.04-desktop-i386.iso this is suppose to be the installer of ubuntu linux, what em i going to do with this file exactly? to become a ubuntu boot disk

you have to burn it to a cd. Use your cd writing software, choose to burn a "disc image or saved project" (thats what nero says) find that file and burn it to a cd then put it in your pc and boot from it
