what video card is good for my system?

I want to upgrade my video card. I am an occasionally game player, 3ds max user. Now, my video card is a integrated one. I want to buy a video card within $75--$100. Of course, it could be lower if with the same performance. :)

Here is my system:
CPU: AMD 64x2 2.0G
RAM: 512MB x2
HDD: 160G 7200RPM SATA
PSU: 305W with +12v of 22A
Mobo: don't know, I got this whole system from Dell, but for sure, there is a PCI-e slot

I do look at some video cards by myself, but I have no idea to make a decisioin. So, please help!!

The model Dell would be a big help when looking at the information you provided so far. It likely has the 3800+ X2 model cpu being seen on an AM2 board. For a little less then the price seen on the Biostar model you could easily go with the EVGA 7600GS for $89.99 seen at http://www.newegg.com/Product/Product.asp?Item=N82E16814130075

BFG is also a good brand to look into. But the EVGA sees better reviews in general as well as more often advised. Biostar and Leadtek don't rate quite as high as the other two makes.

My dell system is Dimension E521(home), and I tried to look at my mobo, but could not figure out what it was.

From the link you posted, the EVGA 7600GS requires a minimum of a 350 Watt power supply with +12V of 18A, but my current power supply is 305W with +12V of 22A. (The max output should not exceed 305W, which is marked in the label in my PS) So, do you think the EVGA 7600GS still works with my current PS?

You would need to upgrade the supply before even deciding on which card to go with. One look at the system specs shows you got burned there. Just about all newer boards are advised if not required to have at least a 350w for the basics only. You will probably have to buy it direct from Dell and no one else since the supplies they sell are custom mounted often. The pattern for the fsstening screws is different to make sure you buy "their" replacement parts only.
 
With a supply that small you will easily see power dropoffs when placing any loads on the system. Gaming-multimedia-video capturing These and any other large demanding apps will easily pull down power levels. For adding other hardwares like extra hard drives or other types of devices it would soon see problems even starting up.
