What would be a good cpu upgrade to my PC?

I have always mainly upgraded my GPU/PSU ever since I built my PC like 6-7 years ago, I mainly play mmos, but now I have a hefty amount of steam games that arent mmos, and many of them are sitting on my computer because I only want to play them when I can run them at or near their best.

I am just looking for a upgrade that should let me play Rise of the tomb raider/Witcher 3, and future games at a high/ultra level. I feel like every upgrade I've done hasnt changed much and when it comes to the games I want to enjoy I'm just out of reach for high performance with nice visuals.

my CPU: Phenom ii 960t OC to 3.7Ghz Idk how much this cpu may be bottle-necking me but I am bad at finding out when a cpu is actually an upgrade from the previous.
GPU: XFX AMD Radeon R9 290 4GB 512-Bit GDDR5
PSU: CX750m
Mobo: gigabyte-970a-ud3p

Right now I am looking at the FX-8350, but I don't plan on upgrading till near December/November probably, and I have been hearing about these zen amds but I don't know much about the computer hardware scene. I don't know if my GPU is in need of upgrading as I haven't even had it for long. Right now I can't run Rise of the Tombraider 40 fps, and No man's sky I know is badly optimized only gets up to 35 on low settings.
 
I wouldn't bother going to a 8350 when the Zen's are coming out. The 8350 is ancient in today's standards.

At this rate, if you can wait for the Zen's to come out, grab them along with a new AM4 board. Or you can go Intel.

Either way, you'll still need a new mobo/cpu/ram package. The R9 290 should play Witcher 3 at 1080p at pretty high graphic settings (hairworks off. Don't even bother turning that on. There's no way in hell you're going to get good fps with that setting on).
