i could do either one of these setups

1} get 1 7950gt and another one in few month can have wireless card and tv tuner

2] get 1 8800gts and get another one in a year and cant have my wireless card or tv tuner

I'd go with the 7950s... but I'm not concerned with running the very newest games at the highest settings.

why could you not have a tv tuner like ? if its because theres not enough slots then you can get an external one
and if its because of money (which i doubt) you can pick them up dirt cheap

The 7 series wont last long, DX9 is gonna be old school soon with DX10 coming out for gaming. The 8 series will last you much longer before you need to upgrade whenever they come out with DX11 or whatever. That and i do believe that 8800GTS would outperform a 7950GT.
