What's this message mean?

I was wondering what the message appearing at www.psp-forum.com means, it's been showing up a lot, and now I only get 4 days a month on the internet, so I was wondering what it means and if there's any way that I can fix it so I can get on there the few days a month that I can. Thanks in advance.
 
I don't think it's been hacked because it'll say this for about a week, maybe less sometimes, than it'll be up for a few days than it'll go back down, it just keeps going up and down. I'm thinking about just asking the current owner if I could buy it off him, because I'd probably be able to actually keep it up, I won't be able to get a PS3 for a while anyways, so it couldn't hurt. I think since I'm only going to be on a few days a month though, it might be a little harder, but I could just make it like a joint control thing, with me and my buddy.
