whats wrong with my computer?!?!

i just got my computer tonight and i was hooking up the computer stuff in the back and i plugged the cord into the tower first.. well i bumped the cord like 2 times and so the computer kept restarting... and now it will go to the thing that says Dell and its loading then after that it goes to a black screen that has a white flashing slash in the top left.. why is it doing this?

Otherwise if you cant be bothered, can you get into windows at all IE Safemode? or is it completely stuffed
 
If I had a PC like that from a store with 7-day, 10-day, 14-day, etc return privileges, back it'd go! I wouldn't even fool with it.
