Where shall I start?

Have a HP Pavillion a705w desktop and here is what the thing is doing.
If the system is booted up cold you have maybe 1 minute at the desktop before the system will just keep rebooting itself, then it never makes it past the windows xp blue bar without rebooting again over and over. If the system is cold I can get into safe mode but with the same results. I have reseated my ram and checked fans, including PS fan. Is this hardware issue or software? Bad power supply? CPU is not to hot I checked it. I can stay in the Bios all day. Anyone help me out?
 
It sounds like the thermal compound between the heatsink and cpu has dried up and the cpu is overheating.

If you're not very good with computers, just take it into your local computer store and tell them that the cpu is overheating, they'll know exactly what to do.

Otherwise, you'll need some replacement thermal compound, and some basic knowledge of computers. Have a look here and skip down to the part that shows applying the thermal paste:

I have built pc's before no problem with the new thermal...but I'm curious as to why in Bios the computer won't keep rebooting?
 
Well I cleaned up the cpu and heatsink and put QS5 between the two. Temp in Bios cooled things a bit....

CPU Temp....45c/114f
System Temp...31c/87f

Still have the repeating over and over boot problem even in safe mode.
 
Those temps seem high for just sitting in the BIOS,
although probably not high enough to shut down the CPU.

Windows could be corrupt. Have you tried reinstalling?

If you need to backup your data, put the hard drive into another
computer and copy/paste stuff you want saved.
 
What OS are you using? You need to disable automatic restart on error so we can get a blue screen mesage to determine what is going on. Also, look in the event viewer for any signs of errors in the system subsection.
 
I just wanted to update the resolve with the issue as stated above and thanks for replies. The Power supply was bad! Take notes for the future, troubleshooters. Thanks again.
