i'm assuming you're asking about a hosting company? if so, check out www.1and1.com. they have some great packages that are extremely cheap. the support it great and i've never had a problem with up-time.

however, if you're looking for free web hosting you may want to visit www.bizhat.com. it's based in india and offers web space completely free of ads and popups. you also get bandwidth and storage limits increased if you are an active participant in their forum.

Clarification: do you really mean backbone? or do you mean ISP? When it comes to backbones, it doesnt matter all THAT much unless you have a special intent
