They're both $400... But which one should I choose?

I'd go no. 1 because i know what the motherboard is and it's capibilities. Find out the no. 2 motherboard and then we'll have another look a these 2.

Also i Dual core kicks butt compared to a single core

Most likely, as the "dual core 1.8 ghz" CPU is a core 2 Duo, while the 4.3ghz one is a P4. Core 2 Duos blow P4's out of the water in terms of performance.
