If we are talking better as a performance to price ratio, the sandy bridge 100% of the way. technically though the 990x benches better but not by that much and especially not enough to pay 1k for it.

What purpose would you be using the Computer for??
I would go with the sandybridge 2600k in gaming it outperforms the 990x and even its younger brother the 2500k outperforms the 990x and as for tasks like Video Encoding and editting the 990x would be the best and the 2500k and the AMD hexcore would be next.
But for the price of a 990x it is completely useless.

^Right on. ;) The 2600k is about as fast as the 990x (although the 2600k is actually faster core for core) and much faster than the 1100t.

It is a waste of money to spend $1,000 on a processor. A really good desktop processor can be bought for less than $300.

I was gonna use it for programming and encoding, but it will also be for a gaming. Plus I need a good one if its going to be able to use a graphics card like nvidia geforce gtx 590.

It seems like you're going all out on this rig. :) If you want one of the fastest CPUs out right now (and one of the best deals) then get the 2600k.
